Doctor of Law from Universidad del País Vasco, Spain. Professor of Criminal Law at the University of Alicante, Spain. Member of the United Nations’ Group of Experts that prepared the “Model Legislation on laundering, confiscation and international cooperation in proceeds of crime”. He is also a consultant to the OAS and CICAD, as well as Under-Secretary-General of the International Association of Penal Law.
